my childrens father was is a car wreak and got killed , he was in someone elses car but was driving , should there insurance pay for loss of life

If someone else caused the accident, that person's insurance would be responsible for the loss of life. If there were no other vehicles involved in the accident, and the design of the road, for example, caused the accident, a third party such as the Department of Transportation might be responsible for the loss of life.

If your children's father was at fault in the accident, then the insurer of the car he was driving would have no responsibility.
