who is responsible for injuries inccured from an automobile accident caused by another driver who wasn't insured but presented a false insurance card at the scene of the accident.

No need to parrot the other responses; they are all correct. You can check the declarations page on your own policy to see if you have uninsured coverage. The person responsible is the driver at fault. If there is uninsured motorist coverage - a claim can be made through that.

The other driver remains responsible even if the driver has no insurance, but it may be difficult to collect against the driver as it is doubtful there would be assets available with a driver who does not even carry insurance. If you have uninsured motorist coverage under your own auto policy it would allow you to recover. Call if you have questions.
