Legal Question in Real Estate Law in Georgia

I had an enclosed trailer titled in my name. It was abandoned by the owner, who after receiving letters regarding it's accrued fees, refused to pay. He then reported the trailer stolen as a means to get the trailer back. I subsequently had the stolen report removed from the records so I could register the trailer. The next year, trying to register the trailer again, the stolen report was back in the system. The tag office stated I needed to contact the police to remove the report from the system so I could register the trailer again. When the police came to see I was the owner, they saw the stolen vehicle report and impounded the trailer. Was this Legal, and do I have to pay the towing and storage fees when I get the trailer returned?

First of all, you posted in the wrong part of LawGuru, as this part of LawGuri deals with land and homes, so attorneys in the correct areas of law (personal property) may never see it.

Unless you left something out, you're a thief, won't get it back and need a criminal lawyer. When someone leaves their property with you, you can't go register it. It had to be sold at a public sale permitted by law after various notice. The high bidder can then register it.
