Obtaining minutes from association meetings

How does one go about obtaining the minutes from meetings by a homeowners' association town meeting and board of directors meetings? Are these minutes available to any homeowner who requests them? Is there a limit put on the number of years that they are saved? Who does one appeal to for these documents: The board of directors or the management company?

I represent quite a number of homeowners' associations. The key is going to be what your association's covenants, bylaws and other documents provide. If they are silent about this you should still be entitled to see them, but you may have to take legal action. Contact a local attorney.
