Legal Question in Real Estate Law in Georgia

I Pastor a church that has been established for years. They have a cemetery that is filling up fast with few plots remaining. The church as a voting body, in conference, voted to discontinue to allow anyone to be buried in this cemetery unless they were members of the church. For those who already have a plot but none of their family remain as members of the church must pay $500.00 to be buried. in other words no new families allowed to buy a plot and all those with family already buried if anyone else buried the fee is $500.00. My question is, if a couple received a plot from the church and one of them is buried already and the headstone and slab for the living party is already there, must they pay the fee? (A battle is brewing over this now)
