Public Road Easement Eminent Domain?

There is a public road in my county where my daycare provider is located. This road is gravel and has approx.8 residents who have residential homes on this road. All residents have signed over their easement for the road to be paved. One Property owner will not. He does not even live on his property on this road.He is the only person holding up the paving on this road. Is there anything that can be done legally? The daycare provider has gotten petitions , etc., and is the only commercial business on the road. The parents of the children who attend the daycare want this road Paved asap.

You need to bring pressure to bear on whatever governmental entity (e.g., the state or county) who controls the road to file a condemnation.
