Legal Question in Real Estate Law in Georgia

Real Estate contract question

I sent a contract to purchase some land with several stipulations that would need to be done prior to closing. The seller faxed back a signed copy with a line through one of the stipulations. He did not intial it. Does this mean the seller excepted my offer minus the stipulation that he crossed out?
