Employer Responsibility for Sexual Harassment

Is it legal or illegal to fire an employee found guilty of sexual harassment despite the fact that the victim did not suffer economic loss or emotional damage. The sexual harassment has been proven, but no actual damage has occurred from this situation.

I believe there are statutory penalties, i.e., a fine, regardless of actual damage proved.

What behaviour was it that constituted sexual harassment?

Woops. I reread the question. A better answer: I believe it is legal. (If it was you, I'm sorry you lost your job.) Damages certainly don't need to be proven in order to justify a firing.
