Is there a statute of limitations for incestuous rape in Georgia?

The perpetrator was 15, the victim was 12. The victim would say he "consented." I say that he was manipulated by an abuser and it was rape. Would it matter in the eyes of the law that they were both minors?

I'd like to know

1. If the sexual acts between two minors would be considered illegal

2. If there are any grounds for repercussion

3. If there is a statute of limitations for repercussions

4. If there are grounds for legal action if it would be civil, criminal, or both

The easy way to find out is to do what should have been done IMMEDIATELY - call the police. Otherwise, people who fail to protect the child need to look in the mirror (and perhaps get ready for a police visit themselves).
