Legal Question in Tax Law in Georgia

Is the city able to charge you taxes for the year of 2010 if you have paid them for 2009? I sold the property with a house and mobile home on it with 2.56 acres of land. I'm moving the mobile home to another county and the tax office said I had to pay for 2010.
