Legal Question in Traffic Law in Georgia

My girlfriend was driving yesterday and attempted to, using proper signals, get over into her left hand turning lane. The gentlemen driving behind her attempted to get into the same turning lane and pass her before she got over. This put him directly in her blindspot when she began to merge. The man swerved to the left to avoid hitting her car or be hit and doing so his front drivers tire rim scrapped the middle curb. We reported it to the authorities who gave her a failure to use proper signals ticket but told her (of the record) that she should fight it. No contact was made between the two vehicles and if he had maintained his speed she would never have been moving toward him. The gentlemen, whom i spoke with, has already received multiple traffic violations including a speeding ticket for a 145 in a 65. What rights does he have or do we have in this situation? (I am told that his failure to maintain his vehicle puts the damage as his responsibility.

She can enter a plea and pay the ticket or fight the ticket. She may or may not win if she does the latter. Her chances and options usually improve if she hires a lawyer.
