bought a car from a private seller but now the seller is reluctant to surreder the title aledging many issues such cannot find it, cannot ask for a duplicate, etc. I have not been able to register the car because of it, and I am driving the car still register to former owner but no renewed registration, if I am stop by the police, would I get fine myself or former owner since the car still appears registered to him/her. The car has the insurance requirements. What can I do?

You may have been scammed, as it is very easy for the seller to get a duplicate title. I'd suggest you see a lawyer ASAP as it sounds like he may have sole you a car that is not his, or which has liens or loans on it.
