Legal Question in Traffic Law in Georgia

move over law

I have received a traffic citation #40-6-16-A-1 Procedure for passing emergency vehicle. When I called I was told it is $700.00. What can I do?

It was on I-75 going south near Adel, GA at 3:20am cop was sitting inside of his vehicle on the shoulder of the road with blue lights on with no one stopped or anyone around, he said I was supposed to get in the other lane while passing him. ?$700? Was not speeding, no construction.

You are required to move out of the right lane if safe and reasonable if there are any emergency lights flashing. The statutory maximum fine is $500.
