Reduce speeding Fines and Eliminate Points

I'm a 22-year-old recent female graduate and was fined $700 for traveling 90 on a 65 in Tift County, Georgia. Being that I am saving money to go to grad school in August, I cannot afford this ticket. Also, I live in Florida, about 3.5 hours away from Tifton, where the court is located so setting up a court date to plead no contest or guilty is the last option for me. I want to write a letter to the State Solicitor and convince him/her to reduce my fines to $299 because any traffic fine over $300 must be reported on some government-related job applications. Also, I want to eliminate all four possible points from this fine so that it doesn't affect my insurance premium. I currently have no points on my license although Geico does have a self-reported citation on my record from last May.

My question for you is: How do I construct my letter in a way to convince its reader to reduce my fine from $700 to $299 on record (and then make ''charitable donation'' for the remainder of the reduced fine) AND have no points on my license? How do I start and end the letter?

It is not going to happen. They MAY reduce the speed for you to save you points but not the fine. Many courts require a personal appearance for speeds of 90 and up. You need to check with the clerk of state court in the county to see if they will allow you to mail in the fine and if they will reduce the speed for you. As far as the fine goes, you can forget about having that lowered and to suggest a "donation" will land you with a bribery charge.
