Court order to modify another state's vital records?

Hello - I am applying for US/Italian dual citizenship, but have vital record discrepancies (name spelling errors, DOB inaccuracies, etc) that are preventing the consulate from accepting my application.

I have drafted a petition to correct records, and have proof of the discrepancies in the documents; however, I live in GA and the documents are issued by PA. The PA Vital Records office has indicated that they will accept a GA issued court order to make the change, but GA claims they have no jurisdiction over the matter (I tried to argue that I live in GA and am adversely affected in GA, but was turned away).

Is there anything sort of statutory basis to get the GA county court to hear the case? Where can I look to research this information?

I know the obvious answer is to hire a PA attorney and file in PA; however, I am poor college student and cannot afford an attorney or a trip to PA to resolve this situation. I can only afford to handle this situation myself.

Any advice is greatly appreciated.

Plain and simple, this isn't a do-it-yourself project. Depending on what you want to change, a Georgia court may NOT be able to help, but, with some legal guidance, you might find ways around that. Step one is talk to a lawyer.
