if a brother in a family dies, if there is no will for the estate, is the widow and kids entitled to the estate of his deceased parents?

This depends on the order in which the deaths occurred.

If both parents predeceased the brother, his portion of their estates would pass to his wife and children.

If the brother died first, his portion of the parents' estates would go to his children only.
