Signing a proxy

My husbands brother want him to sign a proxy dealing with there deceased parents estate, if he signs this will he have controll over more that just matters of the estate or will he have controll over everthing in my dealing with my husband.

No one can interpret the document without seeing it and reading it, especially where you do not provide any facts about what it actually says. See a lawyer who handles estate matters.
