My uncle passed away and he was the executor of my deceased mother's estate. My mother's will stated that we were joint owners of her home. Can his wife sell the property without my consent?

No. Someone needs to apply to the Probate Court to be appointed successor Executor. That person will be charged with carrying out the terms of the Will.
