Legal Question in Credit and Debt Law in Hawaii

Can a collection agency demand that I pay what they say I have to or else they will garnish my wages. They won't accept any payments from me except what is being said to me.

They can only garnish your wages if they first have an actual court judgment against you. Until then, these are threats that may not be proper. If they have a judgment, they can pretty much dictate what they want from you however keep in mind that they can only garnish up to 25% of your paycheck. The garnishment might be less than what they are asking from you. Keep in mind that they can also garnish your bank account up to the amount that you owe.
