Legal Question in International Law in Hawaii

I am waiting for a parcel that originated from China, but ended up in Canada. Canadian government confiscated the parcel and I was required to insure the parcel before they released it. Now, I was informed of paying for DIPLOMATIC IMMUNITY CLEARANCE before they release it to me. Now, who is to benefit from this clearance? and is it necessary? Now the parcel has left Canada and is to arrive in N.Y. (W.U.P., Corp. Office in N.Y.) Do I really need this clearance, I'm in Hawaii we're both in the U.S.

This situation remind a known postal scam. Is it a parcel from someone you know personally? Or is it from someone who contacted you through Internet, email, phone?

Are you a diplomat? By the way, there are no "diplomatic immunity clearances" (that's an indication of a scam).

One again, this situation reminds a known scam, where perpetrators make you pay for insurance, clearances, fees, fines, etc, but at the end you loose the money and get nothing in return.
