Re: Carpet in a rental

I would like to know how often a landlord is suppose to change the carpet in a rental house?

The change of the carpet will be in accordance with the Lease agreement -- if no agreement re: the carpet, then the standard is -- that Conditions not be a health or safety hazard and the premises must be in "livable condition" meaning clean, safe and habitable under Hawaii Revised Statues Section 521-42. If the condition of the carpet is so severe that it makes your dwelling unlivable you should petition the landlord IN WRITING to make appropriate repairs and the landlord must commence repairs within 12 business days. However, it will be hard to claim that condition of a carpet makes your place unlivable.
