Mother wants father to terminate rights

I am not sure I understand exactly what the mother is asking the father to do. Under Ohio law at least, a court of domestic relations cannot terminate anybody's rights. All that court can do is make one or the other party the custodial parent and the other parent the non-custodial parent with an obligation for support and right of visitation. There are some variations allowed, but the only factor that terminates the parent child relationship is an adoption or if a child placing agency is given permanent custody of a child for purposes of adoption. Find out specifically what the the mother is asking.
