Is it against the law to forge a Notary Seal on a legal document, and if so, what are the penalties?

Yes you know the answer when you include "forge" in your questions. Aside from bypassing heaven and purgatory and going straight to the last alternative, you can and probably will be sued in civil court for all damages resulting from your fraudulent act plus you can be prosecuted for criminal fraud, forgery, and probably some other ID statutes. Don't do it.
