tampering with electric meter

I have a big problem with my tenant. Someone tampered with my electric meter. Actually there were 2 electric meters (one of them illegal) on the properity. The box had been tampered with. The tenant didn't pay his bill and the electric company discovered the problem. The system that was legally grandfathered in had to be updated for the cost of $1200. He claims it was his ex wife's asssociate. He is a painter who works on new contruction. Is he liable for the bill? Tampering with an electric meter is illegal. I also don't have July's rent.

How do I make him pay? The code has changed and most of Boise is grandfathered. The house passed an inspection last year when I bought it.
