Legal Question in Criminal Law in Illinois

my daughter was supposed to be extradited from Mississippi back to Chicago Illinois, in 2001she waived her rights and Chicago let her sit there for 30 days then they sent a certified document from the stater attorney office to Madison county jail where my daughter was being held and told them to release the hold on her that they would not be extraditing, she is now locked up in cook county jail can they hold her there even though they sent that letter to Madison county to release her

Yes. Cook County simply refused to pay to have her extradited back to Chicago, they did not drop the charges.
