Legal Question in Disability Law in Illinois

My son is 18. He is in high school. He was driving down a 1 lane street. He was heading east, a police officer was heading west. The police officer turned around, pulled my son over and said my son was flying. He gave my son a ticket for improper lane usage/change lane unsafely. I wonder if the officer did this because the improper usage is less money and he was being nice. Of course my son said HE WAS NOT GOING OVER THE SPEED LIMIT. AND MY SON SAID THERE ARE CARS ON BOTH SIDES OF THE STREET PARKED. Do you think my son would win in court if he fought this???
