Legal Question in Administrative Law in Illinois

My dad is buried in Cemetery A in LaSalle IL. A 'friend' bought a plot in Cemetery B in next door town of Peru, IL, and put up a headstone for him. The city of Peru says they have no issue. But by that logic, couldn't I buy a plot, and put a headstone stating that Michael Jackson is buried there? I am seeking if there is any code/law stating the friend cannot falsely represent the location of a dead man. He's already represented properly in the cemetery in which he is actually buried. I have a hard time believing this can be allowed to happen.

What do you mean 'friend'. We can't help without knowing all the relevant facts. If the 'friend' is really a relative, that may be one thing, and if a stranger quite another. What makes no sense is why anybody would buy a gravesite and erect a costly headstone for someone buried elsewhere. So on top of it this makes little sense.
