Legal Question in Administrative Law in Illinois

Legal guardianship needed?

I currently reside abroad (Istanbul Turkey). My 16 year old son will be moving to Illinois to live with close family friends in Wheaton, IL, beginning this summer. In order for him to register for high school at the Wheaton North HS, we have heard that our friends will have to have legal guardianship over him. Three questions:

1) Is this necessary for registration and attending school?

2) If so how can we arrange this legal guardianship from here in Istanbul?

3) What does giving legal guardianship mean in terms of our own legal responsibilities to our son? Do we still retain parental rights, etc?

Regarding the laws of Illinois, the legal guardianship may be required for children under 18 if the parents do not reside in that city or the state. You can arrange the legal guardianship by contacting a lawyer in Illinois.
