Legal Question in Banking Law in Illinois

Question:The financial institution that has by van loan has a freeze on all my accounts with their institute (savings and saving accts for my 2 girls). Which is fine except their has been no transaction on the account(s)since January or February when child support stopped. My girls dad finally got another job; therefore we are finally receiving payments again except I can't get funds because of the freeze on my account. Is that legal that they can put a freeze on child support payment.

Explanation: I know a lot of folks are going through financial right now because of the economy or what have you. I've had a lot of things happend to me this year that has effected my finance more than usual. I was separated from my husband (remarriage). I have two daughters who were receiving child support from their dad. He lost his job in February and child support stopped until about a month ago. However during the summer my oldest had to have oral surgery, followed by fradgulent charges on my checking account, a warrant from Huntsvillel, IL for some checks written over 9 years ago that I don't even remember writing, etc etc etc...I now understand how someone can be come homeless. I therefore fell behind on payments for everyone. I use child support to support my girls. They are very active in school. My oldest is a senior and trying to prepare for college.

I apologize for the long email. I wanted to give a little background information. I also fell behind on my van payment. Is that legal that they can put a freeze on child support payment? I know that just freezed the account and probably did look at where the funds are coming from that are going into my account. My oldest daughters school is waiting for several payements for uniform, senior items etc. I had to borrow from someone this past Friday because we were trying to register her to retake ACT for a higher score for better scholarship opportuntities. I'm flat broke. My girls really need their money. I sent a new direct deposit in 2 weeks ago for funds to start going to my checking, but is there a way I can get my girls money. Basketball season is starting and I'll need funds to get my youngest basketball shoes. I live pay check to pay check. I have not extra money for anything extra or if some gets sick or like the surgery...I use that child support to help with whatever expenses I have for my girls. I've fallen behind on some smaller bills early this year trying to cover expenses for them...Can you help...please advise if there's anything I can do. They are going to sell my van. If they don't get enough to pay the balance can and will they take whatever is in my account. I think that is wrong if they do because that money is from my girls father for them not me...although yes I use the van to transport them but I need the funds to cover their expenses.
