Discrimination and negligence

Paid fees in Tennessee to become a Private Process Server. Fingerprint card was submitted to TBI and returned to me due to the negligence of Shelby County Clerk's office or Shelby County jail. No one is willing to accept responsibility, as well as when I attempted to get answers, I was talked down to extremely by one of the supervisors. I need to know if I have legal recourse.

I am not sure if I understand what you are asking. If you want to know if you have legal recourse because someone was mean to you, then the answer is no. If you believe there was some sort of discrimination against you because you are a member of a protected class, then you would need to contact a Tennessee attorney with expertise in discrimination law (assuming you are talking about Shelby County, Tennessee.) Can't you just resubmit the fingerprint card?
