asking for donations

Is it illegal to ask for donations for yourself (via public marketing such as the web, print, or any other form) without having a buisness?

ex. Im asking for a $2 donation that I will use to help get my personal project off the ground.

I know of no reason that you cannot ask people to give you money with no strings attached. However if you promise something in return, you may be violating some law (for example, securities laws if you promise a return based on the business or gaming laws if the return is based on chance).
