I leased commercial property. Does the security deposit return act apply? If not, are there any laws to protect the lessee?

No. The first line of the Act says "A lessor of residential real property". Typically there are very few laws that protect commercial tenants other than basic contract law. Most of your remedies and rights are in your lease. This is why it is extremely important to have a commercial lease reviewed by an experienced real estate lawyer. If the deposit in dispute is large, hire an attorney to review the lease.
