Is it legal to short pay an invoice?

If an hospital meets with a vendor and informs them that they have copies of other hospital invoice's for much less,and that from forward they wont over pay. The hospital will ask them to reduce the price, but if they don't they will just short pay the invoice. The vendor could eventually put the hospital on COD, or try to hurt their credit etc. The issue is that the hospital did inform them, and they were being overcharged.
