can I talk business outside the office and office hours? this is a mobile home park I am talking about.

There is no law that prohibits you from doing so.

More details would be needed to answer your question, so the short answer would be, "it depends." It would depend on what you are saying and what you employer's policies are. For example, an employer could reasonably restrict you from telling others the confidential financial information about tenants in the mobile home park.
