can a 16 year old girl get married with a 20 year old with parental consent? would he go to jail?

No. The parent can't give consent for anyone to have sex with his/her daughter. It might be an idea for the girl to take up a suitable occupation, like being a student, and just wait out the virginity period. It's a kind of trade off.
