fingerprinting

Since the public houses have been torn down, CHA residents have been moved to the suburbs and now the suburbs are experiencing a crime wave. Can we have an ordinance where CHA residents have to be fingerprinted before moving in the area

Hi. Such an ordinance might be deemed unconstitutional since there is no rational basis for such legislation. If an ordinance were passed requiring that all CHA residents be

fingerprinted, any challenge to the ordinance on grounds that it is overly broad and discrimina- tory, would probably be very successful. This is a very sensitive topic and emotions run high

on each side of the fence. There are other solutions. I will be happy to answer any ques-
