Legal Question in Civil Rights Law in Illinois

No loitering by condominium residents

My condo board has banned sunbathing, sports activities such as jogging, and any type of gathering on any of our common areas. The rules are very specific and ban all of us from being on any common area unless we are exiting or entering. Even walking with your neighbor on our own sidewalk is loitering. We were told we can be on our limited common element, but all other areas are off limits. We pay for these common areas so we have a right to use them. I beleive these rules violate my civil rights. We have a right to speak to our neighbors in public and rights to peacable assembly. Our these rule too restrictive? Our meeting is on the 20th of March. I am preparing an argument to change these rules. Please help with any information you can give.

You must review your condominium agreement to see what rights you have delegated to the Board. It is possible, in any case, that that they have over stepped their authority.
