Non sufficient funds check

Can the name of the person who wrote the NSF check be put on a window or billboard as a NSF writer,legally. Without legal ramifications from NSF writer?

It is not illegal to publically post the name of a person whose payment is dishonored by the bank, or the dishonored instrument itself, providing it is true.
