Unable to get airline to pay me the refund they owe on the refundable plane tick

I purchased a refundable plane ticket from an airline for $1525 intending to go home for Christmas. Due to circumstances beyond my control, I could not travel on the ticket date. The airline could not provide me an alternate travel date to be home for Christmas since all flights were booked. They apologized and assured me that I would get a refund. Since then, I have been trying to get my refund. First, they said it would take 3 to 4 months. It is now the 5th month and I haven�t heard anything. I have called several times. Each time, they say they have no idea when refunds will be issued and transfer me to the 'accountant.' The accountant is never there so I've always had to leave messages on his voicemail but I have not received a call back. I emailed their customer service department via their website and I received a reply from someone telling me that they were not with the airline, but were affiliated with a travel agency and that I had to call the airline directly. This did not make any sense to me. I also wrote them a letter but I am yet to receive a reply. I heard that they are no longer flying because they owe some other company a lot of money. How can I get them to give me my money back?
