Who can I complain to re: a credit card I have had for 7 years and called to inquire a lower interest rate and was told I had to wait until an offer became available to me. I would have been sent in writing. In seven years that I have had this account I have never rec. such a letter. I told this to the girl and she said there was nothing she could do and she would not let me speak to her supervisor. This just does not seem right. I need some help please!

If the credit card company will not offer you the lower interest rate you desire, your only alternative as I see it is to find a credit card which will offer you a rate you like.
