Illinois freeze bank account for collection

When can a collector freeze your bank account if the issuer of the debt is not that bank?

If the creditor has a judgment against you, then the creditor can do a 3rd party citation to discover assets and that will freeze your bank account. Then the judge can order the funds to be turned over to pay the debt.
