Legal Question in Credit and Debt Law in Illinois

I am in Illinois and I have an utility bill from 2007 that I was never contacted about. I just got service in my name and they told me about the past due bill I advised I don't acknowledge it and they were going to review it. They just added the balance to my new bill. Can they do that? I thought there was a statute of limitations either way.

They have their own rules - it may be an ICC rule that allows them to do that.
