Legal Question in Credit and Debt Law in Illinois

Is it legal for collection agencies to run my credit report?

I read somethere that it's not legal for collection agencies to run my credit, but I see inquiries on my credit report that they are. Is that legal for them to do? I have only medical bills as my negatives on my credit report, I'm trying to figure out how to clean this up and I see they are running my credit. thank you.
