Can a non US citizen bring a legal action against a foreign company in a state where a business contract was signed between the two ? - Thank you.

When you say "foreign" I will assume you mean a company that is NOT incorporated or organized in any of the 50 states, DC or any territories or commonwealths....and ALSO not registered to do business anywhere in the US? You'd have to prove that the company is subject to jurisdiction here, and that would require more facts. Contact a civil litigation attorney who can help you with this.
