I owe a hospital $3,000 for a surgery. They want $169 mo. 'til paid off, which I cannot afford. I am offerring $100 mo. Can they turn me into collections if I'm paying monthly on my bill?

Yes, unless you have a written agreement that they will accept the amount you are paying.
