Legal Question in Credit and Debt Law in Illinois

I just received a collection notice saying I owed $18.20 from a suspended drivers licenses 17 years ago. They are trying to collect for a courthouse. The $18.20 isn't a problem to pay but it's been 17 years ago. This is the first time anybody has contacted me about this. My drivers license has been renewed every year with no problem. Can they do this according to the Fair Credit Act?

Bring the notice to an attorney or the courthouse for review. There are people out there who will go through the public records of old cases, find things that are too old to be dealt with, and then claim to be collection agencies when all they are, are scam artists. So before asking a bunch of questions that could be irrelevant, first see if it's even real.
