Legal Question in Credit and Debt Law in Illinois

We have received, for a while now, mail delivered to our home with someone else`s name on the mail using our address. We have tried to trace the mail thru the retailer that the mail was sent from ( Bed Bath & Beyond, among others) to see if we could stop the mail from being delivered. To no avail. Now, recently, we googled their name on the internet and we found out that their name is also on the internet. Their name is associated with our address on the internet as well as the retailers.

Is this a prelude to Identity Theft? What can we do to stop this use of our address?

Send the mail back in a certified letter to the creditor advising them of the error.
