Legal Question in Credit and Debt Law in Illinois

I have a friend who received a letter from a Attorney Collection Agency in California. When he called to find out when the check was written and returned it was a 10 year old check. He asks it that company would fax him a copy of that check to verify that it was his they stated it would be difficult because equifax wouldn't release it. They then asks my friend to give his last four digits of his driver's license, my friend wouldn't and when my friend asks for them to give the information they had that got angry. My friend wants to correct this problem if it is his. What can he do? There are lots of con artists out there and he wants to be sure that he is not being taken.

There are some very stringent restrictions on collection agencies contained in the Fair Debt Collection Practice Act. For one, they are required to verify the debt upon your demand. There is a brief overview on my website at http://www.thomasmoens.com/fair_debt_collection_practices.htm
