Legal Question in Credit and Debt Law in Illinois

My sister was a live in girlfriend to her exfiance. They broke up in May, but she lived with him until about the end of August - beginning of September. She had 1 bill in her name (The water bill). In July he asked her not to pay anymore bills that he would handle them. She moved out the end of August. Recently, she found out the bill is still in her name. She notified the village of their agreement in writing via email. She told them that she moved and no longer lives at the address. The village is billing her for the past and present bill, and refuses to take her name off the bill. How would she handle that at least to get the bill out of her name and move on. please advise.

I would imagine once full bill is paid they would be more compliant to take name off, and then take ex to small claims for bill paid. keep receipts.
