Legal Question in DUI Law in Illinois

3 formal hearings

I HAD A 2ND. D.U.I IN 2OOO. The first one was in 1991. I tried 3 trimes to get my licence back I was denied 3 times at my formal hearings. I quit drinking almost 2 years ago and also brought a letter from my docotr stating that I am on a Chemo treatments and that I can not drink for my remaining life, and I was still denied. my last hearing was about 2 months ago. I would like to know if I can get a hearing in front of a judge in court??
